Have you considered using alternate pledge managers (like Gamefound for example) that allow people to pay for their shipping/vat/addons, and then keep coming back to modify and add to the order and pay as they go, to split up the payments in a way.
I can’t speak for the rest but I would for sure get more addons if something like that was an option.
